You just have to get the time of the SSR right. TMSA is more accurate than SF and gives October 25, 2023, 15:42:36 UT. Also, I don't know how SF's index lists the nation of Georgia (it keeps giving me the U.S. state and resists finding Tbilisi in any form), so you may want to put in the local coord...
