Only the findings derived from the Gauquelin data are given below. One has to question whether these can be called "findings," but they are, nonetheless, a correct report of the statistically anomalous results for Neptune placement that come from the data. Overall, Neptune's expected impact on individual character is minimal-to-none.

Congenial may be a statistical artifact, since it scores high across both Taurus and Gemini.

Significantly low: Penetrating, Deep, Sincere, Hardworking

NOTES:
Kind may be a statistical artifact spilling over from the dramatically stronger statistical showing of Neptune in Cancer, and not fitting here.

Similarly, Congenial, Combative, Energetic may be a statistical artifacts, scoring high across multiple signs. (Combative is high for four consecutive signs, Stubborn for three.)

The fact that four consecutive constellations (Gemini through Virgo) score dramatically high for "Combative" is suspicious, and probably an unidentified statistical artifact.

The fact that three consecutive constellations (Gemini through Leo) score dramatically high for "Stubborn" is suspicious, and probably an unidentified statistical artifact.

The Baby Boomer generation stretches across Neptune in Virgo and Libra (but only began with those born after WW II, so there is more Libra than Virgo). In mundane astrology, I have always taken these signs as showing post-WW II paranoia, then Cold War tensions: These have an impact on this group, of course. Here are traits commonly attributed to the demographic (born 1946-64) - I think Pluto in Cancer and Leo fits better than the Neptune passages:
  • Motivated to work hard and achieve goals
  • Values teamwork, loyalty, duty
  • Self-assured, confident, competitive
  • Shaped by historical events such as the Vietnam War, the civil rights movement, and Watergate
  • Sometimes thought self-centered and individualistic, but also as socially conscious and influential

Overlaps most of the years Generation X was born (but the earliest had Neptune in Libra). Primarily the generation is marked by Neptune in Scorpio. Some traits attributed to the demographic (many of which fit Pluto in Virgo better):

  • Resourceful, highly educated, technologically adept
  • Appreciate informality

Neptune's time in Sagittarius is an almost perfect match with the birth years of Generation Y aka millennials. It was concurrent with Pluto in Libra, and the two fit together well. The fit was good! Here are some traits assigned to that demographic:
  • Strong sense of entitlement
  • Needs instant gratification
  • Desire for constant stimulation and excitement
  • Ambitious with priority to work-life balance
  • Preference for collaboration over competition
  • Prefers new experiences over material possessions (includes exploring and feeding on the world).

This marks all but the last few years of the Generation Z birth range. (Pluto was split between
Scorpio and Sagittarius.) Capricorn or near-Capricorn traits include the following (and aren't bad on matching the Gauquelin data statistical results above from the last Neptune in Capricorn pass):
  • Self-driven, ambitious, pragmatic
  • Value individual expression, authenticity, and flexibility
  • Prone to anxiety, to set boundaries, and to avoid labels
