Congressman Ryan was born January 29, 1970, 2:37 AM CST, in Janesville, WI. A few minutes ago, the full House of Representatives elected him as Speaker of the House. (NY Times was the first I saw report it, in a news burst released 10:41 AM EDT.)

Transits are understandably mixed for a complex situation. Saturn has moved off his Ascendant and Neptune adequately, and Mars off his MC, so that Venus and Jupiter straddle his Midheaven today appropriate for his elevation to that office.

Additionally, transiting Sun conjoins his natal Jupiter within a few minutes - likely within 2'-3', depending on the time of the vote. Mercury is within partile orb of conjunct his Moon.

His current SLR for Washington has a Sun-Uranus opposition across the horizon and an angular Moon, matching the current lunar ingress scenario. His demi-SLR from October 26 repeats this with varying orbs, plus adding Pluto Midheaven.

I'm well aware that Speaker of the House is an important post - innately powerful and only two heartbeats away from the presidency. But, knowing there would be a change in Speaker, I hadn't regarded this as a "change of power" moment in the same sense as change of a head of state; but, astrologically, it is showing as something close to that.

Angular Uranus shows for changes in leadership, including such events as the deaths of heads of state, coups d’état, and other significant leader changes, and various abdications, resignations, and leadership changes. This includes deposing the last Roman emperor, forcing King John's signature to the Magna Carta, deaths of five U.S. presidents, the Iranian Revolution that deposed the shah, killing Osama bin Ladin, the 2014 Thai coup, Nixon's resignation, King Edward VIII's abdication, and King Juan Carlos' abdication.

It seems we should regard this as a significant shift in power and leadership.

Moon-Sun aspects point to solar themes, including leadership matters, Most often, they refer to the president (in the scale of national politics). There is more than a little overlap with the above list, with close major Moon-Sun aspects for the deaths of three U.S. presidents, Nixon’s resignation, the shah's deposition, bin Ladin's death, and the Magna Carta. (Both groups also had the MLK and RFK murders.)

I don't think Paul Ryan is interested in running this year. He has other plans - including leveraging the Speaker job into political capital for himself and actual accomplishment for the country. He's building for 4 or 8 years from now, and he's young enough to hang in there (and might yet be President one of these days), so I don't think he wants to get pegged as "the guy who lost back in '16." Nonetheless, he's central enough that it might be worth seeing how the charts look at key points.

CONVENTION - NOMINATION
At the likely time the Republican nominee will be brought forward to the cameras, he has the following transits:

t. Uranus -180- r. Moon -22'
(t. Jupiter just 2° past his MC, meaning that he's had the transit recently.)
t. Venus -180- r. Venus +01'
t. Mercury -45- r. Pluto +43'
t. Moon < 2° past his natal Sun, playing with his Venus, etc.
Well, damn! This is one of the most pivotal nights of his life, and he likes it! Whatever happens, he's going to be running happy that night.

ELECTION NIGHT
t. Pluto -0- r. Mercury -24'
t. Neptune -135- r. Moon -34'
t. Venus -45- r. Venus +42'
t. Mercury -45- r. Uranus +28'
Hardly the least happy night of his life, but it doesn't seem like a hugely significant night for him. (If he isn't running for anything else, he's running for reelection in his Congressional district.) Given the Neptune, I think he does fine on reelection but is reacting very strongly emotionally to the outcome of the Presidential election, or perhaps to the House of Representatives election results overall.

INAUGURATION
t. Neptune -135- r. Moon +25'
t. Mars -45- r. Sun -19'
He doesn't get the full Mars-Saturn, but he gets the Mars part of it - against the Neptune transit backdrop. Something has him pained and freaked out, as a large crisis would affect the Speaker of the House in any case.

I fear Ryan will get his way on the health care legislation. His career is on the line for it, and his charges look good overall.

The single biggest indication is that his progressed Midheaven is exactly conjoining his natal and progressed Jupiter. For scope and magnitude, progressed Sun bas already passed opposition to progressed Pluto, and is approaching opposition to natal Pluto - it hits their midpoint in about 6 weeks. Also in about six weeks, progressed Moon will trine-sextile the Sun-Pluto.

About the only other thing that could be comparably great for his ambitions would be if Trump and Pence both left office, and Ryan ascended to the presidency. Passing his health care plan is more likely.

For example, progressed Moon trines progressed Sun May 1, when Sun is the exact minute of the Pluto/Pluto midpoint, opposite them both within 33'. Progressed MC at that point, for his given 2:37 AM birth time, is the exact minute of his progressed Jupiter, 17' from is natal Jupiter.

Transiting Uranus will have opposed his natal Moon between now and then, and will still be in orb. One of the few harsh aspects is transiting Saturn square his Pluto (and, thus, his progressed Sun), as it is already doing.

His current SSR bas 27° Virgo on MC, meaning that Jupiter is at MC conjunct his natal Moon and opposite Uranus on IC. Saturn also rises (noticeably more widely), and Mars squares Ascendant (almost partile), so there will be hard work and battles; but the basic charts shows victory and personal elevation. Oh, yeah, Pluto is on EP.

Interestingly, Paul Ryan has a mediocre horoscope.
His planets are mostly in the 1st quarter of the horoscope. (except Moon and Mars) and this means He is a solid guy, but lacks comprehension of his professional enemies. (Such comprehension comes from 2nd or 3rd quarter positions.)
Therefore, Paul Ryan is a nice guy (sun 2nd or 3rd house), but lacks vigor and hard ambition (8th house) to be realistic. What can we do with Paul Ryan?
We can treat him well. Mercury in 1st/2nd house wants to be treated well. Nice sco ascendant he has, too.
Therefore, he is a political guy, however unsolid he may be.
He probably won't run.
But his Mercury in Sagittarius says: do it with fervor, instead of losing.
He doesn't want to lose. He seems to be a good congressman.
His stability is apparent.
However, his family life might be tumultuous.
Rock solid Sun in Capricorn means he is always a good family man. However the newspapers are not nice to him.
We might think he got a problem.
Usually Neptune in 1 people are nice people. But ryan seems to be on the loose.
Like a cloud.
We must think his Pluto in 10th is very tough.
Needless to say his chart lacks vigor. He doesn't seem to be nice to everyone. His family matters to him but maybe to a fault.
He seems good in his family life though.
From the newspapers we can see he is a nice guy, however he is quite subjective.
Paul Ryan has supporters, though.
America has a good chart in the coming elections. America will sure win in 2020.
Russia wont.
No matter if Ryan runs.
Astrology is great
We must remember that Mars people are usually aggressive. His brothers are such examples.
I don't know what Ryan likes, but he is scientific. His brothers must be rich people.
He has planets in the 2nd house. Thus he gives a lot to the populace.
But his family might suffer.

For what it's worth - and I say this to engage discussion, not to criticize - I'd disagree with you on most of the points you make. It does sound like you're not familiar with Sidereal astrology and its interpretive principles. From a technical point of view, I'm not aware of any evidence that quadrant meanings are important (despite the frequent claim that they are in Tropical books). You also have some astronomy errors in your description: You say Ryan has his planets in the first quadrant except Moon and Mars, whereas three of the ten planets are in the first quadrant and Moon and all planets from Mars to Pluto are not.

If I am reading you correctly, you are using Tropical interpretations of sign placements to apply to Sidereal placements. For example, you speak of Mercury in Sagittarius as acting with fervor, a fiery martial description quite fitting for Mercury in Mars-ruled Sidereal Scorpio so understandably observed by Tropical astrologers regarding Tropical Sagittarius.

I also don't agree with most of your characterizations of Ryan - just from observing him for him.

Of course, agreeing with me isn't required ;)
